Saudi Arabia Premium Residency: The Founder and Investor Guide
Saudi Arabia's Premium Residency Permit is one of the least-discussed tools available to founders and investors entering the Saudi market. While most people focus on company formation, the residency product that comes with your investment or role can materially change your tax position, your ability to hire, and your long-term flexibility in the Kingdom.
This guide covers all seven Premium Residency products — what they cost, who qualifies, and which one is relevant for different profiles.
What Is the Premium Residency Permit?
The Premium Residency Permit gives non-Saudi nationals the right to live and work in Saudi Arabia long-term, without the standard Iqama-sponsor relationship. Unlike a standard work visa (which ties you to a specific employer), Premium Residency holders have significantly more independence.
Premium Residency is administered by the Premium Residency Center (PRC) and currently has two types and seven approved products:
- Permanent Premium Residency
- Fixed-Term Premium Residency (renewable 1 year or more)

General Requirements (All Products)
Before choosing a specific product, all Premium Residency applicants must meet baseline requirements:
- Valid passport with at least 180 days remaining
- Proof of financial solvency
- Clean criminal record
- Medical report showing freedom from communicable diseases (dated within 6 months of application)
- If applying from inside Saudi Arabia: valid residency with at least 90 days remaining
- Minimum age: 21 years (for Permanent and Renewable One-Year products)
Unlike a standard work visa, Premium Residency holders are not tied to a specific employer — they can work, change jobs, or start companies without needing an employer sponsor.
The Seven Products
1. Permanent Premium Residency
Type: Permanent (no renewal required)
Fee: SAR 800,000 (one-time)
Who it's for: High-net-worth individuals who want unconditional permanent residency in Saudi Arabia
This is the "buy your residency" product. Pay SAR 800,000 and you receive permanent residency with no activity or employment conditions attached. No investment threshold beyond the fee itself, no job requirements.
Best for: Wealthy individuals who want Saudi residency as an option but don't want to tie it to an investment or employment status.
2. Renewable One-Year Residency
Type: Fixed-term, renewable annually
Fee: SAR 100,000/year
Who it's for: Non-Saudi nationals who want a flexible annual residency without permanent commitment
Pay SAR 100,000 per year and maintain renewable residency. No activity conditions — just the annual renewal and fee.
Best for: Senior executives and frequent visitors who want Saudi residency without a long-term commitment or large upfront payment.
3. Special Talent Residency
Type: Fixed-term, 5 years, renewable
Fee: SAR 4,000 (plus USD 170 Phase I processing fee)
Who it's for: Senior professionals in priority health/science fields and senior executives
Two tracks:
Track 1 — Health/Science Professionals:
- Bachelor's degree or higher from a Ministry of Education-approved university
- Minimum 3 years of experience in a qualifying health/science priority field
- Must score minimum points on PRC's points-based system
- Minimum monthly wage: SAR 35,000 (professionals) or SAR 14,000 (researchers)
Track 2 — Senior Executives:
- Employment contract with a PRC-approved entity
- Minimum annual wage: SAR 960,000
- Reference letter from the approved entity
Path to permanent residency:
- Reside in Saudi Arabia for at least 30 months (consecutive or not) during the 5-year term → eligible for permanent residency
- Or reside for more than 10 years → direct permanent residency
Key privileges: Special talent holders are exempt from standard Nitaqat (Saudization) counting rules.
4. Gifted Residency
Type: Fixed-term, 5 years, renewable
Fee: SAR 4,000
Who it's for: Internationally recognized talents in culture, arts, and sports
Similar structure to Special Talent but focused on creative and athletic achievement. Requires evidence of international recognition and endorsement from relevant Saudi cultural/arts/sports authorities.
5. Investor Residency
Type: Permanent (immediately upon approval)
Fee: SAR 4,000
Minimum investment: SAR 7,000,000 in investment activities inside Saudi Arabia
Who it's for: Investors who commit a meaningful capital amount to Saudi Arabia and want permanent residency as a result.
You invest at least SAR 7 million in Saudi-based investment activities (as determined by the PRC), and you receive permanent residency. This is distinct from the SAR 800,000 flat fee product — here you're actually deploying capital into the Saudi economy.
Best for: Series B+ founders or investors who are putting significant capital into the Saudi market anyway and want residency to come with that investment.
6. Entrepreneur Residency
Type: Fixed-term or Permanent (two categories)
Fee: SAR 4,000
Who it's for: Startup founders who raise funding from PRC-approved entities
This is the product most relevant to technology and startup founders.
Category 1 — Growth Path:
- Obtain minimum SAR 400,000 in funding from a PRC-approved entity → 5-year renewable permit
- Path to permanent: Upgrade to SAR 15 million in funding + create 10 direct jobs in year 1 + 10 more in year 2
Category 2 — Immediate Permanent:
- Obtain minimum SAR 15,000,000 in funding from a PRC-approved entity
- Create 10 direct jobs in year 1 and 10 more in year 2
- Receive permanent residency immediately (conditional for first 2 years)
Bonus privileges for Entrepreneur Residency holders:
- Nominate 2 team members for Special Talent Residency (exempt from standard eligibility criteria)
- Your company is exempt from Nitaqat (Saudization) for its first 3 years — a significant operational benefit
Entrepreneur Residency holders are exempt from Nitaqat for the first 3 years — a significant benefit for startups that cannot yet hire Saudi nationals at scale.
Best for: Startup founders who have raised or plan to raise from Saudi VCs or PRC-approved investors.
7. Real Estate Residency
Type: Fixed-term, tied to property ownership
Fee: SAR 4,000
Who it's for: Non-Saudi nationals who own qualifying property in Saudi Arabia
Eligibility requires ownership of property in Saudi Arabia above a minimum value threshold (as set by the PRC). Residency is linked to continued property ownership.
Best for: Investors or individuals who own Saudi real estate and want residency tied to that ownership rather than an employment relationship.
